Rarity, scarcity, or just plain old hard to find. Most likely the latter because $2.00 notes are not rare or particularly valuable. Yet to receive one in your change is very unlikely. The only scarcer form of U.S. money to get as change is the half dollar coin.
The only reason I got these two $2.00 bills is that the I knew the cashier. Which is a major point since people have been arrested when other cashiers have not recognized these bills and the local uninformed authorities gets involved.
The worst forms of money to use in the U.S. are as follows:
- $2.00 bill - Seldom seen, believed to be fake or no longer legal.
- Susan B. Anthony dollar coin - Seldom seen, believed to be fake or a quarter.
- Half dollar coin - Seldom seen, believed to be fake or no longer legal.
- Older bills without the strip or watermark - Believed to be fake or no longer legal.
- Golden dollars - Believed to be fake or too bulky fit in register.
Now a look at the offenders.
It has been years since I got any $2.00 bills and never from 2003.
These circulating notes were only issued for the Minneapolis, MN Federal Reserve Bank but collectible star notes were issued from the other 11 Federal Reserve Banks.

In general they are very common unless there is a star at the end of the serial number they are just face value.

This is a very minor Ink Smear it has no extra value although I would still hold on to it for future variety collectors. Visually it looks cool.

i just took a look at a 1976 two dollar bill that i have had for a long time.I realised that there is an error on it. On the back side of the bill at the very top is half of a diffrent bill's cerial number and stamp in green that would normally be on the other side of the bill. This is an Overprint on the Back Error it happens when the bills are either put in the wrong way or get folded over.
On $2 bill this is rare it's about $1,500.00 but it should be graded.

My two dollar bill is from 1976. The pictures on the front and back do not line up. The white border is roughly even on the back, but a little shorter at the top. On the front, the border at the top is very thin, almost non-existent, the rest is roughly even. It has a tiny tear on a short side. It is crinkled in a way that says it was rolled up at one point. There is a skinny fold line in the middle. It's a bit dirty, but no "stains." I would love a response if you're so kind, so I can stop searching eBay for an answer?

If real in that condition it's about $7,000.00 the doubled rim would not add or lower value. Some may think it is a fraud and the double rim is an indicator but having graded would resolve any doubt and reveal an valuable errors.
About getting it graded, if I submit it to, say, PCGS through my local coin dealer, what would happen if it got lost in transit? I'm kinda paranoid about trusting someone else to handle something like this and was wondering if there is some kind of insurance.

That I would not know.
I would ask the dealer but if it feels wrong go with your paranoia and send through insured mail or some other method.

The bill cannot be crisp if there are folds, by definition it is very-fine maybe excellent but I always list the lower grade.
Yes the serial number is low but it is 00000100 or less that fetches the most money.
Again my estimate is the lowest possible.
According to the link you provided by heritage:
Almost Uncirculated (or AU): An AU note will have one or more light folds that are not heavy in nature or obtrusive to the overall appearance. Three light vertical bends would be acceptable for this grade if they do not "break" the surface of the paper, but no more than two light folds may be present. One heavy fold or crease may be present at this grade, but two heavy folds or creases will drop the note to a lower grade level.
I'd place it here, this sounds exactly what my bill looks like.
Especially since very fine and extra fine allow for pinholes, which my bill has none of. That makes sense about the serial number, although I've seen 76 (I) star notes with much higher #s being sold for over 100, so it would be interesting to see what it brings.

That seems right since I did not see that bill in hand I can only give a low estimate.

I just received 2 sequential 2003A series F11933447A and 448A. On the 447 note the bold upper left letter and number is D4 but the bottom right letter and number is D1, does that matter cause on the 448A bill both bolds are D4?

Sorry I was a bit confused on the question.
Ok the upper left number is the Plate Position Letters/Number D4 means when the 32-subject sheet was made it was in the 3rd column and 8th row. Before it was cut into single notes.
The bottom right number is the Plate Number. The D should match the Plate Position but the number 1 means it was the first plate made to ink the bill.
4 means it was the 4th.
These two number are unrelated and do not always match.
The letters must match.

Star notes are replacements for damaged notes that were caught and during printing.
Star notes are generally more scarce but not always valuable.
Depending on serial number, denomination, and condition the may have some extra value.

If you can hold on to them for a few years or if you know of radar collectors.
It is right on the edge of a good deal, there are so many uncirculated $2 packs floating around that they are losing value. If you can afford it go for it but in a few months it may be selling for the same price. Go with your gut is the best advice. Sorry if this was not too helpful.

If not fake about $150.00 in high grade but there are dozens of varieties. Some are as low as $5.00 some up to $500.00.
You should find an expert to see this in hand or get a confederate currency book, unfortunately I don't know any good places sorry.

I also have a Kennedy half dollar with a moon shaped cut made at the mint. Does that have any value?

Star notes have a small star at the end of the serial number.
Regular notes have a letter at the end of the serial number.
Since you have 2 group just tell me the full serial number of the the first bill in each group and I can estimate value. Of each bill and the collection as a whole.
With out getting into everything I have, I was wondering if you could help me with value of some of my 2's and a silver certificate.

The front of each note has a gold (don't know if it's real gold) number 2s lettering and the background behind Jefferson. What are the worth? No * in the serial numbers.

The notes themselves are just $2.00, from what I understand these are stickers that the WRME has added on. Most of the time these stickers are paper safe but it adds no value and may lower the value.
If the notes are perfect and stickers can safely be removed maybe $5.00 but that is a stretch.

Assuming high grade since they were in holders, about $5.00 each. They are common so any grade less than crisp-uncirculated has just face value.
Yes, they are very crisp, seem to be high-grade to an untrained eye like mine. Another question, are specialty $2 bills worth anything other than face value? I have since come across another $2 bill that is "colorized U.S. Bank note" w/Elvis Presley pics and gold writing on it. D11075690A I think 2008 series, the "y" in the "signature" cuts across the year.
My husband was a Big Time Elvis Fan. Also had an affection for $2 bills, so it makes sense I would find this.

Unfortunately these are considered damaged notes and any extra value is ruined by coloring them or placing stickers on crisp notes.
That's ok if the Elvis bill is considered damaged. It holds sentimental value to me and I don't plan to part w/it.
