Under the front hoof is the mint mark М for Moscow, there is also a СП mark for the St. Petersburg mint. Both were made in equal amount, I assume by the low values for each. The mintage has not been made public for years.

There were, I believe, no 10 kopek coins made at Saint-Petersburg mint in 2011. (On further googling, there were some, but they're very rare.)
Also, I don't know if that's a weak strike or just mint floppiness, but the rider doesn't have any head details. Don't worry, this is normal for Moscow mint steel 10 kopek coins (though examples of 2011 Moscow coins with decent head details are more common than for 2010 or 2009).
